Canada Immigration Process Explained, Stage by Stage

The official pages do a decent job describing individual steps, but almost nobody explains the Canada immigration process as one connected system—what’s actually happening to your file while you’re staring at a screen that just says “in progress.” I’ve watched that gap cause more anxiety than any single form ever did.

Stage 1 of the Canada Immigration Process: Eligibility Screening

The Canada immigration process always starts the same way: your profile or application is checked against the basic eligibility rules for the program you chose—age, education, language, work experience, and admissibility factors. This happens automatically for Express Entry profiles the moment you submit one. If you skipped this step, back up to Canada immigration requirements, the real checklist, before going further.

Stage 2: The Pool and Invitation Rounds

For Express Entry, eligible profiles sit in a ranked pool. IRCC runs rounds of invitations on a regular basis, sometimes targeting the pool broadly and sometimes using category-based selection to prioritize specific occupations, French-language proficiency, or other criteria set by the government. The highest-ranked eligible candidates in each round receive an invitation to apply. Full detail on how rounds work is on IRCC’s rounds of invitations page.

Stage 3: Application Intake and Completeness Check

Once you submit your full application, it goes through an intake and completeness check before substantive review even begins. If a required document is missing or a form is filled out incorrectly, your application can be returned at this stage without ever reaching an officer for full assessment — which is why a personalized, complete document checklist matters more than people expect.

Stage 4: Background, Admissibility, and Medical Review

This phase is the stage that takes the longest and varies the most in length. An officer reviews your eligibility in detail, cross-checks security and criminal admissibility, and confirms your medical exam results. Different applications move through this stage at different speeds depending on complexity, so avoid comparing your timeline to someone else’s—even two applications in the same program can take very different amounts of time. IRCC explains how its processing system actually works, including why times vary, on its application processing system page.

Stage 5: Decision and Confirmation of Permanent Residence

If your application is approved, you’ll receive a decision along with your Confirmation of Permanent Residence (COPR) or equivalent document, which you present when you land in Canada. This is the document that officially starts your life as a permanent resident—not the approval notice itself. For what to do with it in the moment you land, see your first 72 hours in Canada, the exact order to do things.

What Does “In Progress” Actually Mean?

“In progress” simply means your file hasn’t reached a final decision yet—it says nothing about which stage you’re actually in. The government pages describe each stage accurately, but they rarely explain the emotional reality of sitting inside the process: that “in progress” can mean many different things depending on where your file actually is, that contacting IRCC before your file is outside normal processing times usually won’t speed anything up, and that checking your status obsessively won’t change the outcome. Create an IRCC secure account, link your application, check it on a reasonable schedule (weekly is plenty), and put your energy into preparing for arrival instead.

Process Mistakes That Slow Things Down

• Assuming your timeline matches someone else’s. Processing times posted by IRCC are averages, not guarantees, and change regularly—check IRCC’s current processing times page for your specific program rather than an old number from a forum.
• Submitting a complete application will help avoid delays and ensure a smoother intake process. It almost always costs more time, not less, once it’s returned at the intake stage.
• Not updating IRCC when your circumstances change can cause delays. A new address, a new passport, or a change in family status needs to be reported promptly to avoid delays. Once you understand the process as a pipeline instead of a single decision, the waiting gets a little easier.
